She's probably looking for instructions as to how to do it as well, not just confirmation that it can be done! ;)

In photoshop, 'Cutout' is the filter you're looking for (Filter - Artistic - Cutout). Play around with the settings for the look you want.

use adobe photoshop - there are great filters to give you that effect.

there are so many programs to do that it isn't funny...the program that came with you little digi cam for you to down load you pics probably has it.

this computer i am using right now has atleast 7 programs that will do that to a photo (the programs also do other things independant from each other which is why she has them and i bought them kicking and skreeming. two of the programs are in the computer and came with the computer itself...go figure.
